Bandwidth and Speed are not the same thing. Think of it like cars on a highway. Bandwidth is the size of the highway. Data represents the cars on the highway. Speed is how fast those cars can go. If you are the only car on the highway, you can go really fast. If there are too many cars on the highway, you get a traffic jam and things go much slower. Just ask anyone who has ever driven on 495 near Boston. Some cable and cellular internet companies relentlessly jam more cars on their highways no matter how slow it makes the cars go. That is why their service can be much slower in the evenings and on the weekend. More people equals more cars on the highway, so everything slows down. No matter how much bandwidth you have. That is why they they say "up to". They know it can slow down at certain times.
GCET doesn't do that. We don't overload our bandwidth highways, so you can always drive fast. No matter what time of day or day of the week. That is what speed really is.
